The bill (Reg.No.7363) suggests determining that the purchase of accessible to the public (universal) telecommunication services, as well as telecommunication services of intercity and international communication is conducted without the procedure of state procurement. Such services are impossible without accessible to the public (universal) telecommunication services and telecommunication services for the needs of TV and radio broadcasting.

The committee members believe that implementation of the provisions of the bill will allow legally secure principles of telecommunication services procurement in the country.
